Baked Beef and Cheese Flautas

These are from Steph over at Plain Chicken. She writes that she baked these flautas because she prefers not to fry at home due to the mess. Baking is healthier anyway. Lets give 'er a try....
1 lb hamburger
1 packet taco seasoning
2/3 cup salsa
1/4 cup water
1 cup cheese
12 small flour tortillas (fajita size)

Preheat oven to 350.
In a large skillet, cook ground beef until no longer pink. 
Drain fat. 
 Return meat to skillet and add taco seasoning, salsa and water. 
 Simmer for 5 minutes.
To assemble the flautas, put 1/12 of the meat on top of the tortilla. 
 Top with cheese. 
 Roll up tightly and secure with a toothpick. 
 Place on rimmed baking sheet. 
Lightly spray the flautas with cooking spray (to help them crisp up).
Bake for 10-15 minutes, until warm and cheese is bubbly.
